About POWER

The Test Positive Aware Network (TPAN) and its partner Heartland Human Services, Inc. is committed to addressing gaps in substance abuse and HIV for the underserved African-American population in Chicago, Illinois. The Positive Outcomes for Wellness, Education, and Recovery program, or POWER, aims to decrease substance abuse and HIV transmission among African-American men by providing education, brief interventions, individual and group level counseling, HIV testing, and substance abuse treatment.

Rates of substance abuse and HIV among African-American populations in Chicago, Illinois are alarming. The target population for POWER is African-American men who have sex with men and have substance abuse problems.
